Yes. There is a prescription in this book, but the truth is that we will not take it because the cost is too high. So we must find another way. He offers one, somewhat, in political illusion, but does not hit you over the head with it. The challenge is that any “plan” to overcome the technical system, is itself another technical solution, more of the same. In Autopsy of Revolution he faces the the “true” solution.
